Using the City Councillors
Councillors could be very helpful to you, to help you manage your growing empire.
There are four councillors available for you to hire.
You get access to all of them for 5 days on landing your 4th city. They are also available for hire as a group or individually by purchasing their labour in the 'Councillor Options for this City' screen. You can hire them for a week or a month. There is no requirement to hire them, not every player hires all councillors at all times. Hiring will cost you denari (in game currency). Councillor packages are also available as items dropped by bosses.

Construction Councillor
The Construction Councillor will automatically upgrade buildings for you, subject to enough resources being available. In the Councillor Options > Construction Councillor screen you can tell her what you want her to upgrade, for example turn off the Barracks being upgraded or select only cabins to upgrade. You can also set the maximum level for each building type to go to. Make sure you click 'Apply Changes' for your options to take effect.
She upgrades buildings lowest levels first, randomly among the buildings of the lowest level.
If you want something to upgrade out of that order, you'll need to queue it by hand.
Hiring the construction councillor also allows you to have 16 buildings in your Build Queue AND to queue buildings to upgrade when there are not yet enough resources in the city.
NOTE: the auto upgrade function is only available once you reach Commander title (ie 4 cities)
Defence Councillor
The Defence Councillor looks after the upgrading of your wall and tower defences, and the enlistment of troops.
Troop enlistment - set your target army size in the box and apply changes. The counciillor will enlist up to your target, as long as resources are available. He enlists in 5 minute groups.
Note: if you want mixed troops (for example scouts and horsemen) then you can set both troop types, they will enlist in proportion as long as the recruitment building (eg stables) is at a high enough level.
Wall and fortification upgrades - set the councillor to upgrade walls and posts/barricades. He will work in conjunction with the Construction councillor, so if you have both running the wall, fortifications and buildings will all upgrade starting with lowest levels and working from top to bottom of the city.
War Councillor
Giving your Troops orders is important, and sometimes knowing where they are and what they're doing is important!
Find caverns - this button will list all caverns near your current city, you can sort by distance, progress, type etc if you wish. Once you select a cavern to raid, you can set a numberof parameters:

number of raiding parties (will automatically populate the numbers, adjust by hand if you prefer)

whether they raid once or until cavern closes

how many of your troops to use (you may want to leave some at home for defence, or some home to replace the losses.)

whether to use the same number of troops at each raid, or to let them die and not be replaced

intervals at which to send them (if you choose to spread the raids out, the city may have a chance to use some resources before more arrive home, avoiding wastage)

when you want the raiding parties to start leaving (for example if you're waiting for some to enlist, or get home from another mission)
Idle troops - as your empire grows, you will have more and more troops. This button will help you see what you have, and where they are. Then you can switch to the city and issue orders.
Trade Councillor
This lady can be very helpful in moving resources around your empire. You need to get her orders right, or you will find your resources are always in the wrong place, or (worse!) going to waste.
There are four main things a councillor can do in any city.
1. Request resources (to build or enlist troops)
2. Send excess resources (from production or raiding)
3. Automatically refine any resources that are over the storage capacity, meaning they are not lost
4. Mass send resources to any city.
A city can do all of these things.
The first thing to do is to set your target level for each resource - hover over your resources on the left sidebar to check what your city capacity is first, and decide what level of each you want. Consider the troops you're making and the city type first, eg a Ranger city will need no iron, but will need food, along with the wood and stone to build up the barracks and training arenas.
Note the 'Protect target resources from requests' tickbox. If you want to leave a minimum in your city (eg for upgrading buildings) without another city being able to request those resources, make sure the box is ticked.
Select where you want the resources to come from. Early on this will probably be your main/first city, later on you may have a network of resource hubs.
Then decide where you want to send excess resources to - this may be back to your main hub, to another city or to 'refining' (if you have a L10 Sorcerers Tower).
Make sure to 'Apply the Changes' once you're done.
You might find that you use the same settings for most of your cities - rather than set all of the orders individually, it is possible to set it up in one city and then save it. You can then have the same settings in every new city (for example). This might not be important at first, but later on might save a lot of time.
